Aufstrag

The destruction of Aufstrag was through, but not complete. There are many powerful beings that were part of Horned God's chain of command. These individuals by themselves are powerful beings and are coalescing to work together to regain the power they lost with the fall of UNKLAR.
The Priests of the Paths of Umbra , though outlawed, still exists, and even flourishes in some areas. The Cult is actively working for the return of Unklar. His more powerful lieutenants may not be in alignment on this as they may be enjoying the freedom they now experience with Unklar banished. Still they work with these adherents as they bring much power and the ability to recruit humans to the cause.
Leadership has finally been assumed by the Grand Master of Universal Darkness who leads the Paths of Umbra. At times there are conflicts between the scattered leaders and groups. Still they are becoming stronger and bolder, and more able to sow discord, chaos, and even challenge the new states.

Structure

While it is fractured in many places things are still following the old organization of Unklar. This is a source of its fast rise, but is also one of the challenges it faces as Unklar used parallel rival organizations to control his lieutenants and these local organizations are still often at odds with each other.
