Master of Security Qidius Tanner Hazeflower (a.k.a. The Shadow Walker)
Qidius Hazleflower was the former Master of Security for the Sovereign's Shadow, the shadowy intelligence and paramilitary arm of the Tuvocan Empire.

Personal history
Qidius grew up in a family of modest means in Saltbourne. His mother and father both worked: his mother as a cook in a noble's house; his father as a shop keeper for a wealthy merchant in town. Qidius always displayed exceptional academic talent, but his parents did not make enough money to send him to a good school. He expressed considerable interest in learning the arcane arts as a young boy, and often dreamed of attending one of the magic schools.
Eventually his parents managed to save up enough money to send him to a magic school, but when admissions time came, young Qidius was overlooked in favor of a less academically inclined boy from a noble family that felt that having a wizard in the family would help their standing among the elites. This is not the last time that Qidius would be passed over by the mediocre or feel its effects.
When Qidius was 17, his mother was killed on her way home from work when a noble's carriage hit her. The noble did not face any serious penalties, but instead was made to pay a meager fine to the family; it was not even enough to pay for funeral expenses. Shortly thereafter, Qidius joined the army.
It was in the army that Qidius saw the difference between the privileged rich and the poor on a daily basis. The wealthy became the officers while the poor became the soldiers. The wealthy would take the credit and the glory, while the soldiers would take the blame.
After leaving the army at the age of 23, he joined The Sovereign's Shadow where he became a field officer. It was in this role that Qidius excelled. He loved his work and he threw himself at it. However, regardless of how well he performed, he would see sons and daughters of the nobility and the wealthy advance in their careers faster and at a more frequent rate than he would. And their advancement would almost always be fraught with incompetence and ineptitude, leading to poorly planned operations and jeopardizing assets.
Qidius saw the same level of incompetence at the imperial level as well, with the king, Reynard Summerbrace, inheriting the throne after years spent partying and living in excess.
Employment
Qidius worked as an enlisted soldier when he was a young man. After leaving the military, he joined The Sovereign's Shadow and became a field operative, excelling in his work. He eventually became the Master of Security for the organization, charged with safeguarding the personnel of both the organization as well as the upper levels of national leadership.
Intellectual Characteristics
Qidius is cunning and calculating. He rarely bites off more than he can chew and he almost always has an exit strategy in the case that things don't go his way. He is not cruel, but instead knows how to apply pressure in order to get what he needs.

Motivation
Qidius wants to restore The Tuvocan Empire to its former glory. He believes that the corrupt and inept leadership of the country, brought about by systemic nepotism, and birthright-based power structures have brought the empire low. He seeks to completely uproot those institutions and install a merit-based system of governance and leadership with him at the top.
Qidius has recently learned of an ancient artifact - the Staff of Bael - that will provide him with enough power to defeat his enemies and take control of the kingdom, enabling him to set all things right.

Qidius has amassed a somewhat impressive amount of wealth over the decades through a series of private business dealings and ventures on the side. Additionally, as the Master of Security for the Sovereign's Shadow, he also has that organization's resources to draw on for professional purposes.
