Essence Stones Prohibition Decree

  The Essence Stones Prohibition Decree is a controversial decree that is often cited as the main impetus for The Soulless War. Being published at a time when the authority of the Guardians and the council was being questioned, it acted as a spark igniting the political tensions of the time. The situation was made worse by the difficulty of putting the decree into practice by the different nations.  

Context

In the years before The Soulless War, the essence stones, discovered by Vexir, see their usage and production constantly increasing despite problems becoming more and more frequent. Indeed, the frequency of “soul burnings” following the use of stones increases with their accessibility. Furthermore, it becomes obvious that the people who benefit the most from them, people who have no mastery over magic, are the most at risk of becoming soulless. The great utility of essence stones combined with the disastrous consequences of the accidents they cause surround them with controversy. The different nations try as best they can to limit their use and production, but, considering the risks of smuggling and the fear that rival nations will have the advantage by being more permissive than themselves, they turn to the Guardians Council to establish regulations on a global scale.  

Council debates

An exceptional meeting of the Council was announced at which Vexir was called to contribute to represent the body of research on essence stones. The debate quickly became heated by the suggestion of Aqualie to ban and completely confiscate essence stones until their functioning is better understood. She is supported by Erkior, but Phrax and Vaïenna are strongly opposed to them, preferring that measures be taken to limit their use without banning them entirely.   Vexir is particularly outraged at the possibility that his discovery could be banned. He maintains that this is one of the greatest magical advances the world has known. Encouraged by Rieg, he also ignites the debate by proposing that the Guardians are actually motivated by the fear of becoming obsolete if humanity becomes too powerful and independent.   Following two days of proposals and debates, the decision was taken by vote to establish a complete ban on essence stones, including experimentation by unauthorized entities. The stones were declared too dangerous and poorly understood to allow their use by the crowd, but they could return to use once research was thorough.   There followed three days of debate and compromise regarding the implementation of this decision. Among other things, it was decided that the owners of stones could recover them in the event that the ban was lifted, implying the storage and registration of all the essence stones, the quantity of which is estimated at several thousand for the largest nations such as Azyr.  

Consequences of the decree

The implementation of the decree caused much resistance among the different peoples. Some governments went so far as to refuse its application. Furthermore, the confiscation of essence stones, due to the promise of being returned to their owner, quickly became a bureaucratic hell. Several months of debates, adjustments and conflict followed. Vexir, always encouraged by Rieg, greatly advanced research on the stones. However, having been convinced by Rieg that the Guardians were his enemies, his goal was now to aid the plot against the Guardians. It was during this research that Vexir learned how to control the soulless and use soul burning magic in a destructive manner.
