Once the Ruins of Luca, they have been rebuilt into the new capital city of the Hakyon City-States.

Government

While Buketopan theoretically has a ruling council, they are in complete awe and agreement with anything that Ruta decrees, leaving her with all the effective power, something which Ruta herself often finds frustrating.

Defences

Buketopan continues to be surrounded by gale-force winds, making forced travel into the city nigh impossible, but its greatest defense is Ruta herself, who can stretch her vectors out miles and destroy would be attackers before they set a single foot into the city.

History

Buketopan was once the Ruins of Luca, an ancient labratory whoes experiments created the Bekuma. After the Battle of the Broken Sky, Ruta and her forces retreated there, and eventually decided to rebuild it as a bastion of freedom and knowledge.
