Herr Vogt; Meister Wolff

Wolff is the last remaining miller in Wunschau. His mill is located in the Kleinsumpf Fauburg. For the last half year or so, Wolff is also Wunschau's Vogt. He replaced Otto, head of the Dyers Guild, whose life was cut short during the first outbreak of the Totentanz. Wolff was elected to his office by other members of the town Rat, but Wunschau's self-government is subject to the writ of the Margrave, who can revoke it any any time. It is widely known that Wolff fears this, and is trying to do everything possible to not give the Margrave cause to remove him. It is also widely known that Wolff's economic position has greatly improved during his time in power. Ill-wishers assert that he is hoarding grain in expectation that prices will rise if a harsh winter follows on the heels of another outbreak of the disease.   Perhaps in view of his precarious political and economic position, Wolff is a very nervous person. He is fidgety, especially when speaking in public, and is prone to flashes of temper when confronted. He does have the reputation of a highly intelligent and cunning man who has displayed a knack for playing various factions against one another. Wolff was also responsible for raising money to recruit healers outside of the County, and to bring them back to Markwald at a time when they are sorely needed. How he was able to do this at a time when Wunschau's coffers are virtually empty is a matter of some debate: his supporters assert that Wolff used some of his personal funds, whereas his detractors say that he blackmailed his enemies into donating theirs. All agree, however, that Wolff's political future likely depends on stopping the second outbreak of the Plague.   To recruit healers, Wolff sent Eddi the Fisher on a mission to the nearby city of Rotz to offer substantial sums of money to accompany her to Wunschau to deal with its most recent outbreak. That is how Reinhard, Cilly, Dietmar and Basil met the Vogt. At a town meeting, these five were charged with locating Ruprecht, the sexton of the St. Beatus priory. They were also joined Franz, a member of the town militia, whose family was well acquainted with Ruprecht. After the group's mission to Ruprecht's sacristy resulted in a massive fire in the Westweg Fauburg and an apparent release of walking corpses onto its streets, Eddi ran back to the Rathaus and informed the Vogt of what had happened, prompting him to call out the fire brigades and the militia to protect the local populace, and engage in riot control.
