Locath
Locath is the largest independent town on The Everstorm Sea. Run by a Council made up of Military leaders, merchants, and elected officials, the town originated as a port for trade between tropic supplies coming north and Dramani goods (Draman)coming south. It has since flourished with Phaloxil's arrival on The Everstorm Sea. Phaloxil ships use the port for supplies and repairs when needed and the increased population about the the northern banks have seen the town as their most accessible urban center.
Locath is notable for it's practice of indentured servitude. Primarily reserved as a punishment for pirates, Locath serves as one step down from Phaloxil's practice of executing all pirates. In most cases, Locath will hang prominent officers aboard a pirating vessel. The remainder of the crew will be branded with a P upon their forearm and then assigned to a member in the community to act as a laborer. The employer must provide sufficient food and shelter but is required little else. At the end of their service, a priest is brought in on city funding to remove the brands of individuals who have earned their freedom.
