Arriutat

Previous capital of the Ardada Empire and the largest city on the continent. It is a major trade and business hub and lies in the middle of all six other nations that once made up the empire.  

Religion

Almost entirely Deucracia, but is not enforced by the state.  

Location

At the confluence of the Corsacòr River and the Arrodar River. Borders the Còrbrilhant Lake. Neighboured by all other six nations that once made up the Ardada Empire.  

Politics

Led by the youngest child of the former emperor, Gui Gasquet. Leads a city council that is mostly used for advice and delegation. They have a strong control over trade and the use of their canal and rivers. They are very professional and diplomatic, as they do not seek to cause strife due to their small size.  

Gangs

The slums across the river from the main part of the city are controlled. The guards don't often patrol there, and as a result, governance has largely been taken over by gangs. Two primary gangs have the majority of the control of the territory, but recently, a grassroots mage guild has started to become prominent throughout many parts of the slums.   One of them is well known for trafficking sapients, pulling it off by masquerading them as untintelligent animals. The other gang is better known for their illicit goods and substances.  

Geography

It is a massive city on two rivers and a lake. The city features bustling market, business, residential and manor sectors. They have plenty of ghettos and farms on the rolling hills on the outskirts. The temperatures range from quite cold in the winter, but they have long hot summers. Precepitation is frequent year-round. They have control over the Mejan Canal that connects the Arrodar Basin and Corsacòr River Basin.  

Culture

Very welcoming to all cultures. The more trade, the more happy everyone is. They maintain a prominent military presence due to being surrounded by six other nations. However, they are unlikely to be invaded since all six nations heavily rely on them for trade.

Structure

Arriutat has had little change since the fall of the the Ardada Empire. Gui Gasquet is in charge, as the Governor of Arriutat. Serving under him is a council of twelve powerful individuals who are appointed at his behest. They include the treasurer, captain of the guard, general of the army, public works commissioner, a Deucracian religious representative, minister of trade, minister of agriculture, master of ceremonies, the royal guard, and three foreign affairs ministers.   The council exhibits much influence on the day-to-day operations in Arriutat. They control trade, religious affairs, production, and force projection. Under them is a bureaucracy of civil servants, both appointed by the councillors and those hired by their employees. The bureaucracies do not always work well indepedently of one another, as they can compete for the same jurisdiction and compete on key projects. This has created a sense that the Arriutat government is full of bureaucratic bloat.   Some noble houses hold influence in the various townships surrounding the capital.

Public Agenda

Arriutat mantains an agenda of neutrality, and refuses to get involved in any external conclicts. They are careful in not angering their neighbours by favouring another more than them. They seek to maintain control of their own land. While some in the government strive for reunification, they are not currently seeking this as they fear it could spell the death of their independence.

Assets

As the former capital of the Ardada Empire, they contain many riches, both in terms of gold and in artifacts and culture. They maintain an impressive modern armoury, and a strong standing force of 40,000 men, and 10,000 city guardsman. Due to their small size, the army often works as farmers or minor craftsmen between being called up and attending mandatory training.

Governor Gasquet appoints a Chief of Justice, who is responsible for maintaining law in Arriutat. Most rural issues are solved in their own community by the local lord. In Arriutat, there is a more regimented court system. Laws can be made by the council, with the Governor having the power to veto.
