While other types of high-elves might have lived in the kingdom, they were still surpassed for positions of authority and status due to them not being true sun-elves. Not to say that Theren didn't understand the importance these other races could be, he just felt that in order to keep his court pure, that only those of pure blood could reach the highest honours.
