Praetor

A Praetor, or Praetora in the feminine, is the title held by the leaders of the fifteen major clans of dragonborn. They hold the highest rank of authority within their clans and can only be overturned in extreme cases of questionable judgement.  

History

During the time of the Reclamation War the various dragonborn clans were at the forefront of the fighting, being larger, stronger and more magically inclined than many of the other races of the time. The battles were so fierce that their leaders would fall regularly. Rather than following lineage or seniority anymore, the rest of the clan would come to agree on who was both the greatest warrior and tactition amongst them and give them the leadership. This greatly increased their number of victories and reduced the number of casualties they would suffer. It would become the basis for their tradition and process of selecting their leaders after the conflict came to a close.  

Choosing New Praetors

There are two ways for a new Praetor or Praetora to be selected. The first is if the clan leader dies, whish is still more likely than any other nation's leaders. The other is if their capabilities are called into question and enough of the clan agrees that it is time for them to respectfully step down. When either of these happens, it will initiate the beginning of the Praetor Games.   Each clan has their own version of the challenges that will be faced during the Praetor Games. These aare still typically tests of martial prowess and tactical knowledge and problem solving. Many have added in trials that test diplomacy and other such political necessities for interacting with the rest of the world. The person that shows the best overall is named the new Praetor or Praetora.  

Shared Power

As the varying factions across the world began to settle in, the clans each would decide that power given to a single person was far too great when there was no common cause keeping everyone together. Not wanting one person to get ideas from an unchallenged rule, it would later be added that the spouse of the Praetor or Praetora would share leadership together. It would force them to talk over all issues from different points of view before presenting decisions to their respective clans in a united stance. With this in mind, the one chosen to become the spouse and be the second Praetor or Praetora are rarely selected for love, but for leadership qualities the current one sees in another member of the clan. Many times, a relationship will develop between them, but it is not a guarantee.  

Duties

The Praetor and Praetora are in charge of all major decisions in the clan. The larger clans will often delegate or promote other members with the appropriate skills to represent them, but their choices and actions will always be highly scrutinized by the clan leaders. The most major responsibilities of the two leaders revolve around military actions, trade agreements and diplomatic relationships with other nations and the overall wellness of the clan. They will often have advisors, usually the oldest and wisest of the clan, including former leaders. This is usually referred to as the Council of Elders, they and the military generals are able to overrule the Praetor and Praetora on any decision that seems made against the clan's best interest.
