Gatekeepers

The Gatekeepers are an order as old as time, or so they claim. They are one of the major powers in Sigil, the city of doors, and are in charge of keeping a very tight grip on teleportation magic and interplanar travel.   As the custodians of Sigil, they command the largest armada of ships, capable of traveling the astral sea (The picture below shows one of their fast patrol cruisers). As such, they can maintain a decent presence all throughout the astral sea and the various planes.
  One additional aspect linked to their large armada is the tight grip they hold over Teleportation magic. Controlling teleportation keeps conventional travel more important, and if you control the largest armada, that puts you in an immense position of power.

Structure

The Gatekeepers, as an organization, were initially formed by the Lady of Pain, as such she is their commander in chief. Nowadays, however, it is anybody's guess how involved she truly is in the Gatekeepers' activities. The de facto leader of the Gatekeepers is called a Keymaster.   The Keymaster presides over a council of 6 members, known as The Ring, representing the two main branches of the organization. The Locksmith serves on an additional advisory role, taking part in discussions but having no voting rights.   The two main branches are the Keepers and the Wardens.
Keepers Wardens
The Keepers serve as the city guard of Sigil, and as a standing army in case of incursions into the astral plane. As such they are a lot more numerous than the Wardens.Within the city and its many pocket dimensions, they keep the peace no matter the offender. From a little human to a mighty Pit Fiend, all are equal in the eyes of the Keepers. The Wardens serve as the Gatekeepers' investigative force. Their main task is to travel the planes and root out any Devanti they can find, as well as investigate magical abnormalities. Far fewer in number, the Wardens like to consider themselves the "elite" force of the Gatekeepers, but in fact their is no difference in skill level between the two branches, they just serve different needs.
Both branches are structured the same. The Steward is in charge of the Keepers and the Seeker is in charge of the Wardens. Both are members of the Ring. Then there are the High Keepers and the High Wardens. These are the most decorated officers of their respective branch. Only a select few of them are members of the Ring.   Additionally to the Keepers and the Wardens, there also positions that belong to neither branch. The Requisitioner, Enchanter, and Locksmith represent positions responsible for various levels of supplies and logistics. Specifically, the Enchanters are in charge of the Gatekeepers' teleportation network, and making sure it correctly detects any unauthorized access. One could argue that the Enchanters represent a third branch of the Gatekeepers. However, the leadership does not seem keen on making it official.  

Recruitment

Members of the Gatekeepers are recruited throughout the entire multiverse. Some are recruited as children, others as adults. They do get a lot of voluntary recruits, as positions in the Gatekeepers are highly sought after due to the inherent power such a position offers.   However, becoming a member of the Gatekeepers is for life. There is no turning back once you've been accepted. They demand absolute loyalty and obedience and most of their members are willing to give it, especially so because their training process fosters this kind of mentality. The process involves various methods of torture to harden their members against all kinds of attacks they could encounter amongst the denizens of the multiverse. However, while being tortured recruits are obviously more susceptible to accept new and different ideologies.

Assets

As the enforcers of the Lady's will, the Gatekeepers' assets are nearly endless. Money and equipment are of no real concern. They have an armada of ships to sail the astral sea and control a variety of outposts on every major plane of the multiverse, apart from the Prime Material.   Furthermore, they are also in charge of Anun'Deion - the God Prison, within Sigil.

History

The Gatekeepers are an order as old as time. No one remembers a time before the city of Sigil floated through the astral sea. And when you think about Sigil, you also think about the Lady of Pain and her enforcers the Gatekeepers. In their time, the Gatekeepers have kept order and protected Sigil from countless threats - from devils and demons to angels.   The Gatekeepers, for instance, protected Sigil from the demon lord Baphomet's Invasion and banished him back into the Maelstrom of Chaos. They settled the Revolt of the Seraphim and brought peace back to the Heavenly Fields of Celestia. One has to keep in mind though, the Gatekeepers do not concern themselves with what is right and wrong. They have, and always will have, only one priority: Sigil.
