United Planets of the Sol System & Terran Colonies Commonwealth

The UPSS&TCC is the top-level government created for the sole purpose of the defense of individual liberties of those living on human and terran colonies. The State is created and bound by a constitution that heavily limits government power. The state is restricted from creating Commonwealth-wide regulation on courts, infrastructure, communication, and law. The Commonwealth runs its own top-level body to organize militias within the state, along with its own army. The General Assembly is staffed by a representative from each member colony. The Council, which leads and empowers the GA, sits 200 members, chosen by percentage of the vote of each party (10% of the vote = 10 seats for that party). Unanimous votes are required to make any legislature pass through the Council, and any legislature needs to be voted back in bi-annually. The General Assembly elects the Marshall every 4 years, and the vote requires support from 60% of the Council to pass. The Council has been criticized recently after its attempts to pass top-level regulation over shipbuilding and transponders, and taxing citizens more to govern this regulation. This has raised questions from the public recently about how far skewed the Commonwealth has become from its original sole purpose of providing protection against outside forces.   HISTORY
After years of tension between the Earth-allied and Terran systems, it all stopped when we made contact with aliens, on accident. An ordel scout ship arrived in an outer terran colony and was mistakenly thought to be United Planets Astronavy. The terrans fired first, but their guns were no match for the ordel ships. What followed was a five hour skirmish at a few million kilometers. The terrans lost 2 destroyers and 2 cruisers before taking the scout down. All sides knew there was a war coming, and while the ordel were made to wait to act by the Milky Way Systems Conglomerate Grand Council, the terrans and humans made peace, creating the United Planets of the Sol System & Terran Colonies Commonwealth, colloquially known as the United Commonwealth, or UPTC (United Planets and Terran Commonwealth).   Four years later the Conglomerate returned to the terran system on a mission of peace. Human progress exploded with help from Conglomerate technology. Many of the colonies the Conglomerate granted to humanity were previously claimed by ordel, and terrorist groups would use violence to attempt to ensure they got those colonies. Humans were allying with the other Conglomerate species, and they weren’t going to give in to terrorists. In 2125 humanity became members of the Systems Conglomerate. Many individuals among the Conglomerate believed the UPTC was leeching their resources, as they paid far fewer in taxes than other members did.   Humanity filled a long-empty Grand Council seat in 2146, after their military aid was imperative in resisting incursions by outside forces, they had become an absolute economic powerhouse in the Conglomerate, and made first contact with two future member species.
