Milky Way Systems Conglomerate

The Milky Way Systems Conglomerate, abbreviated SC, is a massive alliance of planetary and interplanetary governments that aims to maintain peace, prosperity, and liberty among and between its member states. It is the largest and most powerful intergovernmental organization in the Orion Arm of the Milky Way. The SC is headquartered on Znbuli, with other large offices on every Grand Council planet. The SC was founded to replace the ineffectual Orion Arm Republic.   The SC was established following the Second Orion War, a conflict fought over colony rights that gripped much of the Orion Arm. The SC Charter was drafted 22 Feb., 2033 at a meeting of 38 different planetary governments. The Charter was finished and enacted 16 July, 2033, when the SC began operations. At its founding the SC had 37 member states, including 3 Grand Council members. By 2169 there are 37 species, 2,283 individual governments included, presiding over 3,000 planets and countless asteroids. The SC is funded and supplied by donations, some monetary and some material, from member states.   In its early days much of the SC's work was aiding economic development of burgeoning colonies and managing planets for colonization. The SC Charter gave the organization power to grant and deny colonization opportunity to members, which was the cause of the 2OW. Under international pressure the Ordel Federation reticently agreed to these stipulations, however non-governmental forces resisted this idealism.   STRUCTURE
At the root of the Conglomerate are its Member States, of which there are 2,283. Each member state sends one representative to the senate for an indeterminate length. Each year each member sends one delegate to the Systems Conglomerate Council. The Grand Council accepts 200 states into the senate each year. The Grand Council is four permanent seats held by governments that have had the biggest hand in shaping and protecting the Conglomerate. The four seats can be increased to 8 by order of the Universal Court. The Grand Council are not subject to the Senate’s decisions, while all member species, including the Council, are obligated to carry out the Council’s orders. The Council and Senate meet together at least biannually to debate significant issues and, every four years, elect the Prime Mover.   The Prime Mover is the head of the Conglomerate and the commander-in-chief of its military Forces. They chair Council meetings and conference sessions. A Member can give a recommendation of an interstellar law to the Senate by voting to make it an Act - subject to the signature of the PM, it becomes binding on all affected Members. Mediating and - if necessary - adjudging all this are the Universal Courts of Justice, the courts of ultimate resort for interstellar law (including war crimes), sentient rights (including crimes against life), and appeals - the Courts also have the right and duty to scrutinize the actions of the Forces. Assisting all of the other organs in their duties is the Secretariat, the Conglomerate civil service, nominally headed by and working for the PM. The Universal Courts are headquartered on the lalm homeworld, while the rest of the organs are all headquartered on the dzlkali homeworld, though meetings can be held in any suitable government building of any member species.   Currently, the Grand Council is comprised of the lalm, ordel, dzlkali, and humans.
