The Anopher Council (An-oh-fur)
Located within the Hopinehuan Empire, the Anopher Council is a relatively small group of Namagists which has gained an immense amount of power over the last few centuries within both its home country as well as globally. It was founded on the teachings of Signaviv, which were formally written down in the year 444, which is thus considered to be the founding date of the organization. The organization's current Anopher Wilden - their custom title for their leader - is Daumauros Opphor.
Headquartered in Momonomo, the primary function of the Anopher Council is to advise the Hopinehu Royal Family, oversee governmental affairs, and ensure the wellness and stability of both the Hopinehu people and the empire itself. Within the past few decades, there have been rumors of corruption within their ranks, which Wilden Daumauros seems quite eager to dispel and silence. Some say she has used force - even murder - to do this, though these allegations cannot be proven, and she denies them wholeheartedly.
Structure
The organization is comprised of six head individuals, known as Anopher Vactavi, a singular Wilden, and between 100 to 300 Council Servants.
The Anopher Vactavi and Wilden are the ones who report directly to the Royal family, and who hold the most power within both the organization itself, and the government operations they oversee. While the Wilden is capable of overseeing all government operations, each of the six Vactavi oversee different categories of government branches. Older Vactavi have more responsibilities, as they've proven themselves capable and loyal to the Council, and can sometimes handle up to ten branches and sub-branches at a time, whereas younger Vactavi typically only handle one or two.
Council Servants are essentially the everyday workers of the Council. Their main job is to observe the daily goings-on of the people of their district, city, town, or other location they have been stationed at, and to make themselves a familiar presence to the populous in order to gain trust. Whether or not this gaining of trust is seen as a nefarious act or not depends on who one speaks to within the empire.
Public Agenda
The Anopher Council was originally created to help maintain peace within the Empire after large-scale corruption nearly toppled the country, and ended the first ruling bloodline of the Empire as well. In fact, its founder was a member of the family from which the current royals are descended, though Signaviv was not in the line of succession.
Its current public agenda remains much the same: to keep and foster peace within the Empire. Though some have theorized that the Council has a much darker purpose of maintaining the status quo through any means necessary, these allegations have never been proven, and most citizens within the Empire trust that the Council is here to protect them, not to subjugate or control them.
