Fall of the Old Market
The spot where Lowtown now stands is the former location of the market district of
the long city. This old market was known for selling and processing
skyfish; though it eventually came to light that it was also a popular location for criminals to meet. When the town guard swept the area for criminals and those involved with them, half the population of the district was removed. Many of these people only had a passing knowledge of criminals and their dealings but were treated as criminals under the then leadership of the guard.
The district never recovered from this loss. The market itself ended up with a ton of rotting fish and even in the present time, you can still smell it. Because of this, few people wanted to move there and those who did are those who had no other choice. The buildings are cheap to purchase but rundown, the community is small but disjointed, and the guards are many but not helpful.
New Enterprise
The sweep of criminals didn't catch them all and afterwards more moved in. Despite the increased presence of guards in the area, they are easily paid off with a few extra coins. There is no real trading occuring in the district anymore but criminals use the roads to transfer illicit goods to other regions of the
city and also store them in safehouses within Lowtown. The people who live here, live in fear, not just of the criminals but of the overzealous guards.
