R'roturo

Qualifications

Hold the respect of the people, in particular to control the regions martial might.

Appointment

Every region handles this differently. The R'roturo is generally appointed by the previous titleholder, often through inheretance. Many times, leadership will change hands through a coup.

The only hard tradition is that the Sadyeh R'roturo must recognize the newly appointed leader of the region, until which time their rule is considered provisional.

Duties

  • Maintain the safety and prosperity of their region.
  • Attend the Sadyeh R'roturo if a general war council (rimensi) is called.

Responsibilities

The R'roturo has complete authority over the region they rule. As such, they act as:  
  • the Commanding General of the regions martial forces;
  • the highest arbiter of conflicts between citizens;
  • the definitive lawmaker of the land;
  • the ranking diplomat.
    To assist in these, a R'roturo is free to devise any administrative or infrastructural tools as they see fit. Generally, they take what the previous R'roturo used and maintain it. It is rare that a newly appointed R'roturo completely reinvents the wheel.

Benefits

The R'roturo is the supreme ruler of the land. As such, they live by their own rules and dictate the rules others live by.

Accoutrements & Equipment

A R'roturo is first and foremost a warrior and second they are a survivalist. Traditionally, the "formal" dress of the R'roturo is that of a caravan guard, albeit an ostentatious caravan guard.

Grounds for Removal/Dismissal

As there is nothing other than control of a region's military forces to guarantee the position, most R'roturo strike a solid balance of rule. A R'roturo that loses the heart of their people often finds themselves losing the respect of their military, which can quickly lead to a coup.
