Senator David Rand

Senator Rand is a dilusional, hypocritical, power-hungry, evil man. There's no other way to sum him up. His entire life has been dedicated to the accumulation of power, the ignorance of fact and science, demanding special treatment for himself and his backers, and delivering untold levels of harm to his constituents while convincing them he was a saint of a man. He lies and claims it was a misstatement or to simply be misunderstood. In the age of Trump, he's been clinging tight to the notion of Fake News and evil journalists. He makes regular appearance on ultra right wing news sources to pander to his base about the 'evil' liberals and heroes like Lee Winship.
In the Moment Out of Time adventure, Rand reveals what a piece of garbage he would be. Given nearly limitless access to resources, he turned a thriving United States into an apocalyptic warzone, and felt justified in doing so. So far as he was concerned, his actions created the absolute BEST possible outcome for the world.

Personal history

It's not hard to guess Rand's history: he was born to a rich family, raised on a silver spoon, sent to the best schools, given prestigious interships, and quickly ushered into the circles of the political elite. Every step forward his life has made, has been paid in cash and backed by the rich and wealthy. He's paid them back a hundred times over in his corrupt dealings. If he were a Nascar driver, neither his uniform, nor the car would have enough space for all the wealthy and powerful individuals he's worked for. Simply unraveling all of his business dealings would be a nightmare of paperwork and logistics.
During the 80s, he played a key role in the aids epidemic: he supported every group that held back research. Whenever advancements were made, he pushed the FDA to hamstring progress over the tiniest details. Rand wanted people to die. It'd strengthen his political power if the 'undesireables' were to perish. He never won the LGBT vote. He was more an active antagonist of them.
By 2019, he was already actively working on his next class of person to destroy: Enhanced Humans and Supernaturals. He wrote the HEROES Act with the intent of utterly crushing people and communities. To call him a fascist would be an understatement. The man presented locking people up as a good thing, right to their faces. It would be better for society to cage up everyone not working for him.
Immediately after the rejection of his Heroes Act, villains across the city rose up, leading to the events of Battle Island. There is strong belief that Rand was somehow tied to these events, behind them. Unfortunately, he has experience on his side. Nothing concrete ties him to the villains, only the very good timing.

Education

Rand has a Masters of Political Science from Duquesne University in Pittsburgh, Pa. He has several additional honorary degrees, Doctor of Letters and the like from numerous Christian-leaning colleges across the state, and even a few out of state, for his demonstrated excellence as a leader, a thinker, and a god-abiding figure.

Employment

From the start, Rand had it easy. His family was wealthy, he could live his life and never work a day. Instead, he interned for the likes of big bankers and law firms. He was paid better as an intern than many career employees. The major companies were already trying to get his favor. Backroom wheeling and dealing nearly guaranteed his rise to power.
He would land his seat in the senate by 1990. At the moment, he's served 30 years as a Senator, one of the longest terms of any senator in the US.
