The Grand Whisperling Rebellion
While some burgeoning regions of political dominance are putting themselves under the radar, and others have changes in government that are covert and out of the way, the Grand Whisperling Rebellion or the nation of D'bjaun is a proud ethno-state that seeks to become independent from the larger Nocturne Empire.
Setting up on the archipelago to the west of the Digitos Mangroves the people's alliance seeks to expand its territory until it becomes its own stable and unique thing.
The Nocturne Empire has informed the global community that the D'Bjaunite region is actually a misinformed community that has illegally settled and will be logically folded back into the Empire once the people need economic support.
Their buildings, unlike the tree grown buildings of most other settlements, follows the Whisperling way of digested mucus mixed with swallowed rocks to form small buildings (spaces have been allotted for camping equipment to be set up for larger guests. These buildings almost resemble hives in their stacks of sleeping quarters, with larger areas for when each pack awakens for daily interaction.
The important thing to remember is that while a unit of Whisperling is a being about the size of the reader's coffee mug, the Whisperling is seen as a semi-hivemind pack of 5 to 25 little units.
The port city of Avani has established near by and as the largest port in Levis. This provides a steady stream of trade to help solidify the burgeoning nation.
Structure
The structure of the Rebellion is centred around the idea of pack leaders acting as island leaders, talking to a Rebellion council who is the interim government of the people.
Culture
A series of amphibious settlements sporting 5 to 10 packs each, working in tandem to build a network of resources that take the whisperling people away from being a unilateral hive mind under control of a stronger racial group. The Rebellion promotes behaviours that are unique to the whisperling way of life and while they trade with and let guests from other regions and cities enter, they are still a young enough region that they are defined by their independence from others and as such encourage diplomats and guests to move on.
Public Agenda
Their current public agenda is to set up a functioning government and education system and to be let into the academically driven global community with a major discovery of their own to barter respect and recognised sovereignty.
The Tiller pack specialises in cultivation of water bird, both using their strength in coaxed manual labour, and treating them with the right diet to encourage excessive egg laying, which the pack both consume for energy and trade to other packs to supliment their diets. To placate their crop they trade with a pack of cloth makers to get hats of bright red that the water birds attack instead of the pack itself.
