The Laws

These are the current laws of the majority of Lavera. They have their historical basis in the The Four Laws of Mordil and are set by the Council of Power. In non-human nations these laws are usually used with variations.   Prison
Prisons are expensive and therefor prison cells are not wasted. Imprisonment is only a punishment in rare cases:
-when a high ranking figure has commited a crime of such an 1-3rd degree crime which punishment is not fitted for the ranking of that person.  
  Magic
Any crime commited by magic is treated as the degree which has the most similar crime or which crime would have the same end result. When in doubt crimes commited by magic is always judged to harsher.
- Using magic in a way that risks the safety of someone else or their property is an offense against the law
- Using magic in a way that in produces the effect of one of the crimes is an offense against the law
- Using magic in a way that make other people commit crimes is an offense against the law   Silence
- Keeping silent about a crime that is known to have been, or will be, commited is against the law. It is considered to be a crime of one degree lower (milder).   Taxes
Tax is to be payed once per month. A tenth of the produced value and income should be taxed.
The taxer comes and knocks on each door. If one is not home, as merchants on travels, a key should be given to the tax master so the tax master can enter the house. A sum of money equal to the tax should be left on the inside. If the tax collector does not seem the sum of money fit at all to the standard of the house he or she may collect more from the house.
Any traveler is also taxed on whatever items they bring with them. The tax collector and the traveler generally agree upon a sum which amounts to around a months worth of income.   Public Shaming Public Shaming is a common punishment and is used in all degrees of crimes when it feels proper, and depending of geographic area.   1st degree crimes (death)
-Murder or attempt to murder a royalty
-High treason
-Blackmailing (major)   2nd degree crimes (unlawed)
-Murder
-Rape
-Abduction   3rd degree crimes (mutilation: anything from a removed ear snib to the removal of a limb)
-Attacking a holy servant
-Bearing false witness
-Stealing (major, re-occuring)
-Selling, buying, trading and keeping slaves   4th degree crimes (whipping)
-Vandalizing property of the state, church or royalty
-Tax Evation (major, re-occuring, planned)
-Avoiding military duty
-Stealing (minor)
-Blackmailing (minor)
-With weapons attacking someone that has no weapons themself
-charms, mind controls and drugging (if the outcome is equivalent of any higher degree crime, such as charming someone into a "consensual" sexual act, is treated as the high degree of crime, in this case 2nd degree as rape).     5th degree crimes (fine)
-Bringing weapons onto holy ground
-During a tavern brawl use weapons or weapons to intimidate or hurt an opponent
-Tax Evation (minor, unknowingly)
-Giving strong drinks to children under the age of 14* (spirits, 20%<alchohol)   *The physical age of a 14 year old human, actual age differs with race. Puberty is generally considered the threshold for strong drinks.  

National Variations

 

The Suffirian Nation


-Slavery is not a crime unless other sulits are taken as slaves
-Getting a horn sawed off or sandpapered down is a 3rd degree punishment. It is one of the most degrading punishments and for some even worse than death.   Prison
Imprisonment is not to uncommon in the mountain settlements of the suffirian empire. Prisoners work in the mines during their time in prison (but this is not seen as slevery). Their life is harsh but not torteruos nor more dangerous than that of any normal miner.
Slaves are never imprisoned but travelers from other countries imprioned in the suffirian empire may be enslaved as a punishment. Their own countries can then buy them out for "small" sum.   1st degree crimes (death)
-Sexual intercourse with a Rift Abomination.   4th degree crimes (whipping)
-In any way protecting or trying to befriend a Rift Abomination.
-Bringing a Rift Abomination into a suffirian settlement.  

Tattoos

Tattoos are generally use to mark criminals. The most common tattoo system is the one created in Mordil:
-A black band around the neck marks a 1st degree crime. It symbolizes the executioners axe.
-A Black dot under or above the right eye marks a 2nd degree crime. Beginning under, each second dot is eitehr above or under the eye in a vertical line.
-A third degree crime is marked with a black dot under or above the left eye. Beginning under, each second dot is eitehr above or under the eye in a vertical line.
-A forth degree crimes are marked with a black line on the back, symbolizing the whip.
-A 5th degree crime is not marked with a tattoo.
