Government

As the seat of power for the Principality of Harol, the laws of the principality are very well enforced. Local, low-value crimes are evaluated by a jury of townsfolk, while larger crimes are judged by Prince Darden and juried by peers, or sent to Valeria as needed. The significant legal outliers are criminals who are caught on foreign ships, as they are considered "on international soil" and thus outside of the Kingdom's jurisdiction. Until recently, these events were rare, but in recent years criminals have identified the legal loophole and try to stow away on ships of other nations, where they are outside the law of the Kingdom. Some of the larger criminal organizations have gone so far as to hire "harbor ships", whose expressed purpose are to sit at port for extended periods of time and take in criminals and their stolen loot at the cost of a cut of the thief's goods. No less than a year ago, King Franco of Larcen succeeded in convincing the local Mariner's Guild office to staff themselves with mercenaries for the expressed purpose of using their international status for extracting criminals from foreign ships for trials on local soil.

Defences

Without the natural sea cliffs that the Principalities of Marcai and Aloret boast, cities along Harol's coast rely on coastal forts to defend its cities and natural bays, and Arnett is no exception. Two coastal ballista batteries flank the city on either side, guarding it against invasion by sea. Land defenses are much more primitive, with a simple stone wall dotted with guard towers surrounding the city's back side. The city is defended by a sizeable garrison of 100 soldiers who keep peace in and around the city, although they sometimes struggle to handle waves of thieves that come and go during peak trading seasons.

Industry & Trade

Arnett relies heavily on international trade, serving as a restocking point for longer trips across the Doraic Sea as well as a crucial end destination for traders seeking high-quality goods produced in the Principality of Marcai. Other local industries include fishing, shipbuilding and repair, and farming and livestock breeding further inland.

Infrastructure

Infrastructure available include paved roads, a large port, warehouses for product storage, and wide streets for market stalls.

Guilds and Factions

Mariner's Guild: Large international trading guild that bargains for good wholesale rates for its members, negotiates port access rights, and manages a significant international social circle. A Mariner's Guild office is a hallmark of "developed society", as it signifies a city is a hub of international trade.
