Cochford - Marshland Capital

Demographics

The majority of Cochford residents are Lizardfolk and Salimar, with some Humans, Goblins, and Elves as well.  At present, no Dwarves, Treefolk, or Karhu live in Cochford permanently.

Government

Cochford is governed by a Town Council of thirteen people including the heads of five Salimar trading clans, five Lizardfolk family elders, a representative from the Kingdom of Rosalind (who maintains the fiction that Cochford is part of the kingdom), a representative from Allbridge, and the witch Madam Adrazelle, one of Baba Yaga’s trusted and loyal lieutenants.  There are very few laws, mainly pertaining to trade and territory.  New laws may be proposed by anyone, but require a 2/3 majority, or 8 votes, to pass.  Madam Adrazelle typically refrains from voting in meetings, choosing to have "chats" to persuade other Council members around to her point of view.   The Strazich Lizardfolk clan, one of Cochford's founding families, provides basic law enforcement, which is generally breaking up fights and the like.  Cochford does not have a jail, so true criminals are typically taken in front of a Council member upon arrest and their fate is determined then and there.  For cheating and frauds, it is usually a Salimar Council member that acts as judge; for most other things, a Lizardfolk elder will determine punishment.  For all major crimes, Madam Adrazelle is called on.  She will often act as a court of final appeal, as accused people may ask her to review their punishment.  She has never, in living memory, lessened a punishment and sometimes has increased it.

Infrastructure

With the exception of the village center, which was built on a shallow shelf of rock, all of Cochford is built on stilts above the waters of the swamp. While the marshy swamp is not deep, it permits flat-bottomed boats and canoes to traverse to and from the village. Cochford's center is protected by pilings and dirt shorings to make the village center larger and drier. The center is paved with local cobblestones and possesses the only stone building, the Church of All Gods.  The remainder of the village is wooden piers between houses built on stilts.
