Shellbay Establishes the Bailum Consilium

The formation of an organization known as the Bailum Consilium, which sought to ensure that the ideals of the Shellbay Barony could be the homogenous, unalienable beliefs of any land under their territory.

Much like Eldurgrund, Shellbay had been capable of reclaiming their land during Ettermiddag. In fact, Shellbay managed to force the raiders north long before Eldurgrund had managed to. Once the land was under their control, Saltkrigere Paladins were stationed in every village that could be afforded. Their military domination of the land ceased to be enough when the Baron of Shellbay decided that the Bailum Consilium had to be constructed.   The Consilium would establish a priesthood in every dominated territory, no matter how small. With all the grace of a theocratic dictatorship, any outside religions were cast aside as the people of the Shellbay territory began to dedicated their lives to Bailum.   The Consilium was not merely thinking of the land they had conquered. Their displays of military force made the raiders march north long ago, which led them straight to Fjordstrond. While the northward barony had managed to survive thanks to their new dragonborn citizens and the presence of Ghattadon, the raiders proved to be unrelenting. Lacking a military with the strength and prowess of the Saltkrigere, Fjordstrond would be forced to accept help from Shellbay in the years to come, and their debt would be filled by allowing the Consilium to spread into their territory.
