Dumog Naval Council
The Dumog Naval Council is the city council of the port city of Dumog. It operates for Dumog in much the same fashion that the Catbalus operates for the Empire - the Utepavir makes policy and directs the Naval Council to enforce it, either through bureaucratic action, or via local legislation, or both. It is not an independent body.
