The Flock

The Flock of Praetor are a well known group that are viewed in a number of different ways depending on who you talk to. For the commoner, the Flock are heroes who steal from the rich, people who taxed them for their money, and return it back to them. To the wealthy nobility, the Flock are a nuisance that needs to be dealt with. Merchants view them in a mixed light as they are not immune from the Flock's prying fingers but they benefit as well. The leader of the flock, Cato Pío, the Vulture, is a man who deals in secrets as well as goods and earned the moniker, the Vulture, by "picking apart" any potential spoil down to the bone. He knows how to play the game better than most and for this reason the nobility hate him. He makes them uncomfortable in his political savvy and daring.
  In recent years, the Flock and The Venerata seem to have an uneasy alliance of necessity, trading in information and secrets and keeping an eye out for one another against the shared enemy of Exarch Valens Aulus, the Red Lion and his Praetorian Guard. This has made both organizations into targets of the Red Lion's wrath.
  The Flock claims, first and foremost, that its goals are equality, to solve the disparity between the nobility and the common people who they feel are extorted. They cite the Red Lion and his immaculate household to this end as evidence. Additionally, the Flock has shown a great awareness and comradery with the various races of Raef, including not only humans and Ahin (tieflings) in their ranks but Titanborn (goliaths), halflings, The Xi'An, Children of the Scales (yuan-ti), The Nativus (genasi), Qut (tabaxi) and even some of the Aakaash (aarakocra). The fact remains that the Flock is varied in its inclusivity and mysterious in its overall goals.
