Aurora's Guild

They started as a small team that regulated the activity on the sea of Laku, but they get corrupted with time.   They never stop working hard to monitore production, report to the queens, supervise quality and keep the sailors safe at work. Nevertheless, they ended up abusing their absolute control of the official docks, and worked against the operation of other piers, not only by legal means but also by illegally destroying them or threatening their owners.   Their rules and fees were designed to keep the heads of the guild living lives of luxury; able to enjoy the greater benefits from the sea. Those who had huge and strong ships were given all kind of warranties and options, while those that were to small or to new in the sea, had to deal with lots of pressure that eventually forced them to work for the guild or bigger sailors, always in unfair terms.   The queens were always to busy to care, because the market was still working in great conditions. When that changed, they tried to be patient, and by the time they thought they should interfere, the guild was about to fall for a different reason.

Public Agenda

For a long time, they managed to give the impression of being an agent of order, with no other purpose than keeping the record and regulating the harvest of products of the sea in Laku. They would charge a fee, initially to operate and later as a payment for the permission of each activity.   They were in charge of the schedules of every ship, and they effectively prevented any conflicts in the open sea. Even if, during the last centuries, they were the source of lots of conflicts on the shore.

Disbandment

Right before the drought, they had more work than ever. First, dealing with those who avoided to pay the fees and those who reported lower production than usual (they thought that was another way to trick them to pay less). Later, figuring out what was wrong and trying to fix it.   Maybe it wasn't a job for so few people. Maybe they weren't used to actually work (and almost no one knew how to work to stop the dead of the planet in those days). The thing is: they failed. The problem got worst and worst, and they went back to doing whatever they needed to get the same income they always had. Later, as everything became scarce, they tried to gather more income than before. They only managed to get in trouble.   They continued to operate though, enemies of the sailors instead of leaders, until the water where to shallow to navigate.
