The magic power to be strong sounds like a cowardly way to skip the gym and apply a cheat code for instant muscle mass. And it kinda is exactly what it says but in a far more nuanced way. Muscles still need to train to stay in shape, there is no getting around that.
Their Veil-enhanced powers only boost the results and limits they can break through with the hard limit being 5 tons.

Power // Overpower


A Muscle mage is strong per definition. It is their entire shtick to have powers beyond mortal comprehension. Deadlifting a car is no problem, they wouldn't even break a sweat.
And that is the entire reason why many prefer this symbiosis over more nuanced and specialized. Boosting the general physique and their ability to handle life is a boon, that gets severely undervalued once the soon-to-be mage has already money. Most Muscles are originating out of poorer households, and value the actual benefits a magically enhanced body provides to them. With strength they can do tiring tasks by themselves and that without fully overexerting themselves, being able to enjoy the remaining day after hard work without being a shadow of themselves.
 
But even superstrength sometimes fails to do the job. Handling things outside of their boosted physical capabilities does require them to actually rely actively on their muscle magic. With the symbiosis having full control over the body of the host can they bear for a short time the act of 'bulking up' to a literal titan of strength. A growth of muscle mass to the limit their body can bear multiplies their power by 10 all the way to 100 if the situation is too urgent to remain rational and their help is needed. A powerup that is severely draining even for their boosted stamina and should only be used in emergency situations as repeated use may end in a torn to shred body.

Endurance // Backbone


Muscles are looked down upon by the fancy representatives of nations as mindless brutes with more brawn than brains, but even nobility does value their enormous stamina preferring to have 'Hired Muscles' to do their dirty work or protect their importance. They are after all a force to be reckoned with, while the absence of a need to actually study the powers of the Veil to hone their abilities does provide a good amount of control with the average intelligence of a Muscle being subjectively lower.
 
Strong folks with near-endless reserves of stamina are the backbone of any country of Prius, which has little allegiance to the fountain of technology that is Etherium.
And the actual leaders of the arcane-focused lands actually acknowledge their worth. Muscles are the backbone of any society that requires manpower. They are the perfect construction workers or miners, as well as prolific in any job that requires active need of physical involvement. Even in jobs that wouldn't benefit from their strength could their absurd stamina be of vital need.

Harder, Better, Faster, Stronger.
The symbiosis to a Muscle comes with a total internal physical makeover. As the strength arcane has little to do with the active casting of spells is the true magic of this power hidden under the skin.
The powers of the Veil are coating and forming each and every muscle, imbuing bones, tendons, nerves and even the circulatory system. Some conceive this change as acquiring an arcane inner exoskeleton, which does everything to keep its user in a peak condition.
 
The Veilmagic reacts autonomously to any form of fitness exercise and adjusts the results to actively benefit the already outstanding strength of the user.
This is the prime reason why Muscles don't abandon normal training to stay fit.
Their body benefits from a workout for normal mortals as if they would be normal themselves restricting the necessary power gradually to make every movement have an effect. Outside of the active bulking up is the magic of a Muscle a conservative one, which reacts to the user's actions and less to their mental state.

Misconceptions


People, who don't really understand Muscles or only rarely interact with a user of this power are under the assumption, that they may suffer from their abnormal strength. Unable to pick up filigree items, crushing everything dear to them in their bear hands. Brutes through and through.
But Muscles do have control over their power, with their brain being the leveller. As long as they are aware of what they are doing can they instinctively level their strength. Only pissed off Muscles tend to use far more power than necessary.
 
What the Academy is for other mages is the anger management department for the emotional Muscle.

Of all the powers, this does come across as the simplest and weakest. Is it all physicality as is implied or just muscle strength? Maybe adept or Physicalist? If they can boost reaction speed, agility and balance as well as strength, improve vision or heaaring or push rapid healing they might have more use to themselves and others.

You Are right in a sense that this ability feels underwhelming. And it is desired like that. Superstrength + ultra toughness is a thing many will already struggle against. And rapid healing is already implied with the bulk up ability as they are literally harming themselves with it and therefore require some sort of rapid healing.
