Ministry of Labor

The Ministry of Labor, led by the Head Guildmaster, is in charge of all guilds in the Kiman Empire. They oversee the registration of new guilds, necessary licensing of workers, and the enforcement of all guild policies.

Structure

The highest-ranking member of the Ministry is the Head Guildmaster. All other guildmasters answer to this rank, they have the final say on all decisions, and they bring whatever is discussed in Ministry meetings to the Senate and the Empress.   The lower guildmasters are also separated in hierarchy. All guilds are divided into broader categories, which are as follows:   Adventuring guilds deal with all manner of research expeditions, exploration undertakings to chart new areas, the hunting of dangerous fae, and, specifically, those who lead or accompanied these missions as guides and guards. An example of an adventuring guild is the renowned Hunters Lodge in Alranvick.   Artisan guilds include all manner of trades, such as wood and metalworkers, all smiths, alchemists, sawbones, apothecaries, and any others who work with their hands in a skilled profession.   The Merchants Guild is less diverse than the others, being that it's more like one giant guild with a guildmaster for every Kiman province and lesser guildmasters for each major city and town.   The mercenary guilds are made up of every major mercenary company and bounty hunter in the Empire. In order to be legally allowed to participate in this line of work, a mercenary or bounty hunter must possess a license, only handed out by the Ministry of Labor. This also includes private security forces, such as the Central Lakes Trading Company Sentinels.   Professional guilds include scholars, professors, royal advisors, and other miscellaneous guilds that don't fit any of the other categories.   There are also a few unofficial guilds that do not meet with the Ministry, but are worth mentioning. These are assassins and thieves guilds, which include pirates, smugglers, and other criminals. While they are technically illegal, the Ministry allows them to operate on the condition that they provide their services to the Senate if ever needed. They also, under the Ministry's nose, have been known to provide asylum to political refugees, especially after the war.
