Mr. Whitfoot's Whimsical Wandering Wagon

Traveling with a troupe of entertainers from the Oakwagon district of Etude, the 'Whimsical Wandering Wagon' was once part of the original Oakwagon nomadic settlement. After settling into permanent residence within the walls of Etude, the larger wagons were converted into homes while the smaller wagons were kept for use around the city. Now, Fosco Whitfoot has designed the old wagon as a spectical that can be seen traveling all around Etude.

 
Calling themselves the 'Mischeiveous Minstrels', the men and women who travel with Mr. Whitfoot parade around districts during the day to entertain and lift the spirits of others. They dress in elaborate and colourful clothes while performing feats of agility and enciting minor acts of revelry from citizens around him. Daytime celebrations are geared towards cheer and laughter, remaining friendly - especially towards children.
  Fosco imagined the Wagon as a way to increase the visibility of minorities, especially heblin, within the human city. By creating a friendly atmosphere, Mr. Whitfoot wanted to normalize the presence of non-human citizens and bridge the gap between humans and the other species. They play various musical instruments, sing childish songs, and energetically dance for hours around their wagon.  
Loudly singing a heblin nursery rhyme, three heblin women dance in a row while doing the well known hand gestures that every child in a heblin caravan learns. People traveling through the central square watch and can't help but listen to the cheerful words of the song, their children often singing along and mimicing the elaborate movements.

Behind the women is an old caravan wagon. Painted in vibrant pinks and reds, decorated with colourful banners of cloth, panels have been built to open like windows and inside a handful of other men and women sing along and toss flowers and sweets to children who are allowed to approach.
 

Physical Description

The wagon itself is low to the ground with only 6" of clearance above the ground and a dozen wooden-spoked wheels on a side that span 16" in diameter. The wagon is magically repainted almost weekly so the colours are nearly always different when you see it again and small flourishes are modified in the same way. As a two-story wagon, the walls of the second floor have been designed with hatches that open to create windows the passengers can lean through to be seen more clearly as they perform.
