Piracy

Piracy is a branching system that involves acts of thievery on both land and water. Most pirates participate in both, with the general idea of engaging in illegal activity to make a profit. Though piracy has existed in Jiwenia since the beginning, it only truly began to earn attention at the end of the Era of Blood. Most countries have 'outlawed' and condemned such activity besides Caezios, also known as the Land of the Thieves.   Throughout the kingdoms, the general consensus is that piracy is illegal, and those who would call themselves pirates be sent to trial. Despite this mindset, little is done to stop the spread and continued action of pirates. Those that do attempt to slow it have seen their efforts as ineffective. This inaction only increased when slavery became commonplace. Though slave hunters are legal, most are pirates and are paid handsomely for stealing and bringing back ships of slaves for those interested.  
Caezios
Due to being founded by several pirates and swiftly becoming a safe haven for those escaping the law, nowhere sees as much piracy as Caezios. It is usual, and those who do not engage and frown upon the activity are seen as odd.  
Iseuzai and Paisa
Both Iseuzai and Paisa are the main targets of piracy and are the only two kingdoms who typically attempt to quell the act. If other countries turn a blind eye to them, these two countries will immediately execute those to be one or even affiliated.  
Nidinia
Despite being the largest of the kingdoms and having incredible sway in the future of piracy, Nidinia is the first to look away. They benefit far too much from the action and would see a massive fall in their economy if they were to come down harder.
