Greetings, council chairman [redacted]. This is J4k08 [redacted], head of the domestic security & civil protection reporting as requested in regards to Operation Arcane Observation. We at the department of domestic security and civil protection have looked into your requests and have come to some unsettling conclusions.
One of my spies reports that there are 6 types of magic users: Wizards, Battlemages, Mages, Technomancers, Adepts, and Scholars:
Wizards are masters of the arcane art. Throughout history (and we have looked extensively) there are only 5 wizards known. A wizard is defined by their ability to cast spells every attempt without fail much like Battlemages. Wizards however can learn several schools of magic with the same proficiency.
Battlemages are mages that can reliably command magic to the point they become useful in battle. There are currently 12 battlemages serving the peacemakers and 3 in the peacekeepers. Those that were not active in the field have been questioned and are detained until further notice. We have records of over 9 retired battlemages but my agents have not yet found them. The most famous battlemage is Gaimlath, but his report was cut short in the list due to the involvement of entity 0 because, as my spy stated: “Without Entity 0, this brainlet couldn’t light a fireplace with a napalm bomb”.
Mages are magic users whose control over magic is undisputed but also unreliable. My men have located and detained 11 peacemaker mages, 20 peacekeeper mages and are currently tracking down another 18.
Adepts are students who only recently saw any success in spellcasting. My men have detained 3 peacemaker adepts, 31 peacekeeper adepts, and 67 unaffiliated adepts, my agents are currently tracking down over 300 suspected adepts, a great number of the unaffiliated adepts were students (21).
Scholars are individuals who study magic but only understand it in theory. They can not cast it (yet). My men are covertly tracking ~1200 scholars. None have been detained as to avoid public outcry.
We have compiled a list of notable spellcasters, the relevance of which will become clear near the end of the report. Also, I’ve taken the liberty of ceasing several remote vacation resorts where detained people will have their expenses covered until release. Alibis have been made for the appropriate age groups and occupations. I have spoken with Chairman who has authorized me to pay detainees 1500 in (traced) council credit upon signing an NDA as compensation for their cooperation.

I hope you notice a running theme with all the individuals listed. They are either cruel, evil, insane or stupid, and Ascenda is all of these at once. I believe it is too soon to blame these behavioural irregularities on magic but at the same time it would be unwise to ignore these similarities. As of now I suspect it's not a result of usage of magic but rather a requirement, as it would take some level of insanity (or stupidity) to sink that much time into something that will not show signs of improvement until fully mastered roughly 70 years later.
Our further research has concluded that the proficiency of using magic is directly tied to brain power. This disturbingly implies that any rampant, haywire magnus AI could feasibly learn to use spells that are capable of turning the very laws of nature on its head. We already suspect that some rampant AI are beginning to use magic as a resource for their activities. I have personally issued arrest warrants for all AI suspected of intending to use magic as a resource and as of me drafting this letter, my men have moved out to detain the suspects 1 hour 21 minutes and 53 seconds ago.
I strongly urge you to propose and pass laws to criminalize the distribution of products that teach magic and outlaw the usage of magic with penalties in jail equal to that of illegal distribution of WOMDs, those that knew magic before the laws were passed should be put on probation (which i will gladly take care of). We should also set up a temporary propaganda project (much like the empire and iron union did) to emotionally encourage people to stop idolizing the use of magic.
The urgency of removing magic from our society from as many aspects as reasonably possible can not be understated. As the chairman you must certainly be aware of frequency 3.141. For decades scientists observed it grew stronger and clearer over time but could not figure out who or what was broadcasting it, much less amplifying. Me and one of my agents suspect that the strength of frequency 3.141 is tied to the ambient levels of magic of Jeslore. Many already theorize that magic is a finite source but there is evidence that magic as a whole not only keeps our continents afloat, but also contains an unknown force.
The use of magic over centuries has decreased ambient magic levels, if it drops too low we fear something might be unleashed. Although this is simply speculative science, there has been evidence pointing to this conclusion, so it must be taken into consideration and only solidifies the urgency of drastically reducing magic usage.
For the sake of civil safety, I implore you to take swift action against magic and those who use it, our very future may just hang in the balance.
