The Utuval

When the war between Gods stopped and their permanent silence began, it would only be so long until something tried to take their place. The Utuval don't exist. At least they don't exist in the eyes of the normal inhabitants of Itzantia, but the rumors of a mysterious, all controlling organisation that underpins the decisions of councils, leaders, and other unfortunates that display the expertise they might require at any given time, make for captivating tales told around campfires and dimly lit taverns.

Structure

The Elders of Dristin, some say, must be the head of The Utuval. It is more sinister than that. Each of the six Elders of Dristin is controlled by a deamon called Il-Inan who they hold a pact with in exchange for the power of control over the capital of Garudera. Every member of the Utuval (of which there are hundreds), no matter how important they deem themselves, holds a pact. They are obligated to carry out the Il-Inan's's wishes in exchange for their own dreams to come true.

Culture

Apart from the Elders of Dristin, every member of The Utuval works alone and believes that they are Il-Inan's only servant unless he allows them to work together. Those that speak of Il-Inan or the work that they do for him tend to disappear, or are found dead.
  The Elders speak among themselves about their position, but to nobody else. They understand there may be other members, but ask no questions. They believe that they are protecting the world from the return of the Gods who brought Itzantia to the edge of destruction. Il-Inan wants to prevent the Gods re-emerging so that he can gain power.

History

The Elders of Dristin were offered their pact with Il-Inan in the year 1055 when the Plague was peaking. They already controlled Dristin, but the offer of immunity from the Plague, extended life, and power persuaded them to enter the pact.   Il-Inan's main concern was to secure the book entitled The Sheol Cycle due to the information it contains regarding the disappearance of the Gods. His second concern was to make Dristin the perfect place to hold the book so nobody could get their hands on it.   Over the years they expanded Dristin into the sprawling metropolis it is today. This drained the natural resources from the local areas. To continue building the city more resources were needed. The continent of Eosimar is rich with resources and thus began the Iron War. Members of the Utuval recruited soldiers from across the globe to form an ever growing army to take areas of Eosimar and mine the resources to be covertly shipped back to Garudera.   Members of The Utuval Span the entirity of Itzantia. This makes Il-Inan almost omnipresent as he grows in power towards godhood.
