Kuiskaan of Naarim

The Kuiskaan is the sitting monarch of Naarim, who takes responsibility for diplomatic relations with other states and who has the final decision on all rules. Like all in Naarim, their identity is not publicly known. Upon a Kuiskaan's death, their children will be evaluated by the Valjaat Elders and the most suitable shall ascend. If none fit the role, the title of Kuiskaan will be bestowed upon another relation or upon another family entirely.
Names of families - both first and last - are tracked in secret, and assured by blood. The public are aware of a new family name by the resetting of the Kuiskaan's number - the Seventh Kuiskaan is, for example, only the seventh of their family.
