This is the point in time when the last colony, Phoenix Base, formally left the United Nations and joined the PDRM. With that, all humans on mars were citizens of the PDRM. However, Phobos and many orbital stations were still theoretically part of the UN or controlled by some Earth Nation.

This historic date, according to Martians, is the day that the scourge of the UN was finally forced off of Martian Soil. It was then that it truly became one planet, untied under a common government. While more individual colonies were still locally controlled, their higher level systems were incorporated into the PDRM, and officially became districts within the greater PDRM.
However, the orbital station at Phobos, was still a NASA colony, and there were a fair number of smaller space stations in orbit that were at least nominally part of various earth nations or the UN Aegis.
