PDRMN Omega Level Threat assessment

This document examines and reports on simulations and analysis of the various Omega Level threats, as well as suggested countermeasures and responses. This document is produced by the PDRMN once per year, adjusting the values and adding new ideas. It is then broadcast to all PDRMN ships, and will be followed by them in case of such a threat happening.
Contianed is a deployment of ships for each threat, though that is not included in this copy, and is kept incredibly secret. Only 7 humans ever have access to the entire document including deployment, and then in paper only no rec form. They are:
PDRM Prime Minister, PDRM President, PDRMN Chief, PDRMN Vice Chief, Chief of Naval Command, Military Naval Attache, Director of Naval AI
In adition, both dreadnought minds get a copy of the document without deployment, and they actually decide that deployment independantly. One of these plans is chosen randomly.
However, a couple dozen theorists and AI have access to the document without deployment, as they are those who generated it.
Typically, these are worst case scenarios, and none of them are very likely to happen. However, the PDRM thinks it is important to at least spend some time and resources to figure them out. An ounce of prevention is worth a pound of cure.

Purpose

This document just is a theory thing, detailing different possible threats, and the responses that the PDRM should do.

Assesment and Planning

RKV Strikes

Scenarios Involving items detected at high percentages of the c.
Likelyhood: ~0.7% per annum
Deaths: 76% - 95%
Procedure: Initiate Immediate Random Walk, 50% minimum. Ramp up AI speed. Avoid all stationary targets. All PDRM personell should immidiatly seek deep shelter. All PDRMN Bases should immediately begin thrusting, 100% random walk. PDRM Aleph detach and reel beanstalk, begin thrust.

Nanite Plague

Scenarios involving Human Created or "Naturally" Evolved that begin causing problems or death to human hosts or infrastructure
Likelyhood: 0.002% per annum "natural", 0.004% artificial
Deaths: 99.7% of target population
Procedure: Initiate shutdown and immidiate Nanite stock sterilization. All ships modify onboard temperature to nanite kill range (< 15 C or > 40 C) and dump & incinerate all stored nantites. All PDRMN personell to be immidiatly exposed to nanite kill temps for at least 2 hours. All PDRM personell to be exposed for at least 30 min. All quarintine procedures initated. No docking permitted under any circumstances.
Existing procedures: 4 self-quarantine ships in PDRMN External Fleet, no docking for rotating 2 years. CDC Deep has no nanite activity and rotating 4 year quarantine, with 20 years on incoming material. Combined, this would lead to a survival of 0.0002% of the martian population.

Extra-Solar Intelligence

Extra Solar Intelligence that wishes to destroy the Human Race
Likelyhood: Unknown
Deaths: 99.993% total population, 99.99997% with FTL
Procedure: Initiate Full Thrust Burn to designated locations. Begin with fakeout location, switch to Designated when 1 light-hour out. Dreadnoughts should split off boosters as flares when Hydrogen runs out, and at beginning of burn, split off 2 boosters for use by escort fleet. Eternal Fleet, if near an iceteroid, run cold as possible and settle into the iceteroid, then cover itself with that ice. If a ship is within 0.1 light min of sol, sundiving should be considered. All bases should discharge all ships, and all PDRM personell should attempt to get onto a ship or into a bunker. All Bases with thruster capability should begin moving. PDRMN Ultima begin thrust.
Existing procedures: Extrasolar colonies provide some backup, as do the 4 Oort Cloud Colonies and 2 Kuiper Belt Dark Colonies. However, if a malevolant force wishes to exterminate the Human Race, little can be done but scatter.
Notes on Designated Targets: All locations should be small brown dwarves or red dwarves, followed by refuel, rearm and departure to some extrasolar object drifting through space for the next 50-100 years.
Notes on FTL: If the Threat appears to be traveling faster than the speed of light, up to 20% of resources can be used to attempt to reverse engineer the method and eqipment.

Undetected High Density Object

Black hole or similar object approaching the solar system undetected.
Likelyhood: 0.00008% per annum
Deaths: 99.98% if no action taken, 0.02% if action taken
Procedure: Begin construction of Interstellar Colony Vessels, load as many people as possible on board, to travel to target systems.
