PDRMN Base Ultima

A small base, orbiting in the Kuiper belt in a small object initially known as 2047 KT214. Nowadays, it is simply called Ultima, but this is an unofficial designation, due to the shortsighted decision to name a minor body in the outer middle of the Kuiper Belt after an extreme point.
The base itself consists of a pair of counter-rotating O'Neill cylinders, alongside a Battleship class shipyard, 3 Cruiser class shipyards, and 7 frigate class shipyards. Inside the asteroid itself is a massive deposit of He3/D slush, and a factory the size of those typically found on a PDRMN Dreadnought. These form the support system for the External fleet, repairing, refueling, and rearming all the ships of the fleet, as well as providing ample space for recreation and leave.
The station has a proton-proton reactor, for powering the massive complex, and for providing laser acceleration to departing and arriving Long Range Laser Transit Craft (typically one in each direction once every two weeks), as well as to give an additional push to departing and arriving military craft to save on fuel.
The station has its own Internet, and is connected to Mars, though the massive time delay makes this a mostly one way connection. All communications are provided free of charge, to help offset the feeling of being all alone.

Demographics

600 civilians
800 military at the base itself

Government

This is a military base, commanded by an Admiral. All Martian laws apply, and there is a military police presence.

Defences

At most times, 1/3 of the external fleet is docked here. In addition, the facility has numerous torpedo, torchpedo and coil gun systems, as well as a 5 light minute bubble with numerous fusion drones sporting various weapons. The entire base, apart from the lasers and defenses, is inside of a KBO, under around 500 m of ice and rock on average. In addition, the comms and pushing lasers can be focused to burn a hole in any armour imaginable, or vaporize large sections of the ship, causing impulsive shocks. This is an incredibly tough object, and it has visibility and area control for around a light hour in every direction.

Industry & Trade

This base is entirely supported by the PDRMN, but it provides more than its worth in terms of establishing and maintaining the fleet of ice factories sending their precious, life-giving cargo towards Mars.

Infrastructure

A single MFC (Martian Fried Chicken) restaurant has opened on Cylinder 2

Assets

6 gigatons of He3/D slush in storage.
4 Long Range Laser Acceleration systems, rated for up to 1 AU range, and 4E6 N of thrust each.
6 Long Range Laser Comms systems, with up to 3 PB/s up/down at 50 AU.
2 300 PW proton-proton chain reactors.
1 Dreadnought-scale Factory
1 Battleship class shipyard
3 Cruiser class shipyards
7 Frigate class shipyards
12 small vehicle maintenance bays

History

This settlment was founded in 2214, after the breakdown of a half of the ice factory fleet. After an earlier successful attempt by rogue nationals to hijack another factory, it was felt a military presence would be best, and so Ultima Base was formed.

Architecture

The 0g portions are typical Martian 0g construcition, with 6-10 m diameter titanium cylinders making up the majority. The O'Neill cylinders are both mostly nature, for psychological support.

Geography

From the outside, it looks like a large, dark rock, around 8 km x 4 km x 3 km, rotating once every 3 hours. There is a single large blast door, as well as a plethora of smaller ones on one of the "poles".

Natural Resources

Lots of ice, as well as a small but steady supply of other materials.
