PDRMN Alert STATe system

The PDRMN uses a 7 point scale for defining their state of readiness as a whole at any time. Technically, the system is an individual level for each fleet, but it is summarized as an average with weighting.
Typically, alert states will only be set on ships and bases that actually are involved with the conflict, but it can be a general order, and the PDRMNECOM system has a specific command for raising the level of all ships.
Every ship has its own alert level, and most of the specifics are ship or station based.
The levels, from low to high, are:
7: Low, below normal levels, for ships and fleets. Set for when in drydock, in a friendly dock, or any other case of greatly diminished response. More of a signal for planning than an actual state.
6: Normal, Default level. Set for trade fleets, external fleets, or when within friendly territory
5: Moderate, Very common level, set for when outside of friendly territory, or within friendly territory after a major situation.
4: Substantial, Reasonably common level, essentially on guard, set when in non-friendly dock, when outside friendly territory after a major incident, or in an area that has seen hostile action in the last couple weeks
3: Heightened, Rare, set when hostile action is expected, essentially prepared to fight within 1 hour
2: Severe, Extremely rare, Battle Stations, set when hostile action is happening in their volume of space, prepared to fight within 10 min. Typically includes a shoot to disable order on all non-friendlies.
1: Exceptional, Battle stations, actually participating in combat. Typically includes a shoot to kill on all non-friendlies
