Pre-proscription Letters

The Pre-proscription Letters were a series of communications between Daervulen Bahrlethier and Neias, his official-unofficial spymaster. His desire, written in coded language and poetic words meant to keep others from understanding, was to have Neias gather intelligence on those among the council who may oppose his consolidation of power.   Each was burned into a piece of wood and then sent via magical means to Neias (Wood Notes . Daervulen gave him a great deal of freedom regarding how to execute his orders due to the strong bond of trust and loyalty between them. Once the orders had been received, Neias was to burn the wood they were written on so no others could read what was said.

History

Even after winning the hybrid war for power and gaining a great deal of support from both the military and general citizenry, there were still those in the council who opposed Daervulen's quasi-rule. As simply Luzhasvumekt (First Councilman), he did not seem to have much more authority than others. However, he was steadily gaining more and more power, particularly control of the vast majority of the military. With his popularity among the citizens and the council's rush to keep up with the honors bestowed by the military, he became both the high general and legislative director of the council. This meant the military was under his control and he set the agenda for legislation, effectively determining what laws would be brought up, discussed, and ultimately passed.    Some in the council worried that he was amassing too much power, while others were content with the peace simply because it was still presented as a, generally, large body of equals.    Daervulen instructed his friend to begin looking into those council members who opposed him and bring him information, which he then used to his advantage, either quietly hinting they should vacate their positions (which he was then free to fill) or handing down edicts of proscription should he deem their crimes against the established order to be too severe.
