Usually they are born as a human and appear very human through out their life though a few would inherit the ability to shapeshift between their reptilian form.

Social Structure

When it comes to their place in society they tend to be the outcast regardless of place or location. Humans may view them as potentially dangerous if their gene were to kicks in, not being completely human, or being obedient servants to dragons due to their role in Dragon's society. Speaking of which many hbrids aren't looked very fondly by many Dragons as not being true Dragons and aren't really given respect if they themselves don't inherit active genes.
