Mail owls descend on a wizarding neighborhood, dropping off countless unwanted "local" papers, flimsy pretexts for low-quality ads, which will marinate for months in rain and sun, before every peeve on the block is individually ordered to remove them...
Peeves observe the sacred, cultural tradition of "roundabouts". In this case, it means throwing the rotting papers over the fence, where it will be discovered in the next wizard's lawn, irritating the resident wizard.
The direction of the "roundabout" is of quasi-religious importance to peeves, and the intricate rules and ceremonies guiding peevely matters are not shared beyond the ears of impkin.
