Equal parts treasurer, district attorney, and police commissioner, an intendant is a public official charged with administartion of one of Granmont's twelve
Arrondissements.
Responsibilities and Power
The general responsibilities are related to finance, policing, and justice.
Each district has a public treasury that is managed by the intendant. They have the ability to withdraw from these coffers to pay for maintenance of the district; the salary of watchmen, infrastructure repairs, and any public events. They are also responsible for collecting taxes using records provided by the
Agency of Operations.
It is the responsibility of the intendant to lias with the City Watch and ensure an appropriate level of guards is being provided. The pay for their districts watch officer's out of the public coffer, so the security of each district is dependant on the financial health of its treasury.
Intendants are also able to petition the
Office of the Inquisition to have charges brought for crimes committed against citizens of their district.
Corruption
Intendants are royal civil servants; a hereditary, purchased, or marital title is required to hold the position, with appointments made by each intendant's predecessor. This contributes to corruption, with Intendancies sometimes being bought and traded.
With their general political power and lack of accountability many intendants have been corrupted by the
Milieu and exist in the
Beaumont Group's pocket.
Even when a particular faction hasn't corrupted an intendant many will use their powers to their own advantage, embezzling from the treasury while neglecting their civil duties.
