Sylvan Empire
Long thought of as an extinct remnant of the Age-of-Light by the Lightkeepers, the Sylvan Empire arrived on Tar-Calion in 1492. Initially peaceful and exploratory, they engaged and traded with local city-states and traveled the continent. Eventually they pivoted to war for unknown reasons, and their peaceful arrival turned into a ruthless conquest and subjugation of the people of Tar-Calion.
While the Emperor rules absolutely, there is a "Council of Six" that advises him. Each member of the Council has an individual area of specialty, though they all vote on what advice to deliver to the Emperor.
