The mercantile city-state of Cliffport is run by a coalition of wealthy merchants. It's a popular entry point into the continent for travellers and merchants from other lands, as the majority of deals here tend to be above board. Notably, Cliffport's judicial system doesn't allow the use of divinations or other magic in due process, due to the ease with which they can potentially be faked with illusions.
