The capital of the Sword Empire, Citadel is home to one of the largest armies in the Northern Realms, as well as the headquarters of the Church of Volm. As long as one can gain entrance to the city, they need not worry about theft or assault, as the prodigious militia has a zero tolerance policy for such offenses.
