Eveline Cagri is an Ihmisii Elf Beggar-Thief and ex-Scofflaw. They and their companions — Arsenie Lupescu and Manuela Raducan — are squatters within the Scofflaws' House in Zhilisky. They have an animal companion — a badger — named Kazi who follows them around.

Personal history
Eveline was once a Scofflaw who worked out of the guild hall in Zhilisky, well before it became a ruin. Through some means that remain undiscovered, they "left" the order, became unable to access some regions of the town, and developed bad blood with Florin Fort-Escu (who they know by another name that has not yet been reported). This bad blood was enough to throw a smoke bomb at Cedar, Corkryn, and Ser Kerridin when they revealed their working for Florin during the thirty third foray.
During the thirty seventh foray, Eveline expanded on the story Florin had told to Cedar about the old Scofflaws' Guild within Zhilisky, indicating that Florin had plans to give the non-Ihmisii folk of the town an ultimatum: leave, or be destroyed. Apparently, Florin had the means to do this, and his research was taken by Eveline after they wounded him, thus cursing themselves for breaking the Scofflaws' Oath.
