The Parliament

The independent nature of the people of Dismas have resisted any efforts to create a functional country, and there are many small self-governed communities throughout the lands.

The Parliament is a collection of independent towns and cities that agreed to look after each other in troubling times as well as settle disputes.

Each location has a Speaker (chosen by different means) that regularly attends a group meeting to decide matters.

With the Everwinter, the ties between the Parliament have begun to fray and tensions are high.

  • Bremen

  • With the fall of Kalmar, it is most isolated of the Parliament. Many have fled to stronger settlements.

    Sacrifice: Once a week, locals sacrifice body heat. They forsake heating their homes for a day and night.

    Bryn Shander

    The epicenter of what is left of the Parliament. The most populated settlement and has thick walls for protection. This is where the Speakers meet, and where most people go to trade.

    Sacrifice: Once every three weeks, the people hold a lottery. The unlucky winner is stripped naked, doused in water, and left to freeze to death.

  • Caer-Dinevar

  • Once a prosperous mining town, it is now a shell of its former self. The people are said to be warm and friendly, even in these hard times.

    Sacrifice: The locals leave daily food out for winter's creatures: wolves, leopards, and bears. It makes the local area increasing hazardous for everyone.

  • Caer-Konig

  • A once walled city known for its fishing, it is now a wreck. An attack from the Harka Tiger Tribe destroyed its walls, and the Everwinter began before the Parliament could contribute to its rebuilding.

    Sacrifice: Every three days, bounties of food are left outside the settlement. All are expected to contribute. The food disappears by morning with rumors that yeti come to claim it.

  • Duncan's Hole

  • Destroyed by the gryla.

  • Easthaven

  • Some considered it once a paradise of freedom while others consider it a nest of vipers and crime. It is well known that pickpocketing is legal here.

    Sacrifice: Caught criminals (or strangers) are burned on a stake once a month.

  • Good Mead

  • The most beloved member of The Parliament for its production of alcohol. Everwinter has not slowed its production thanks to magical greenhouse farming.

    Sacrifice: Plunging in the cold waters of the lake, the people offer their warmth to Vetur.

  • Kalmar

  • What was once the largest city on Dismas, it is now an accursed place destroyed in frost and ice. It is said to now be the home of horrid creatures.

  • Lonely Wood

  • Known for the place where anyone could start over, it is considered a place of redemption. A soup of cultures, races, and beliefs.

    Sacrifice: The people offer a portion of their daily food to the creatures that live in the waters of the lake.

    Targos

    Once a source of strengh of the Parliament, the Everwinter has turned the settlement into a militant dictatorship. Many travel around the walled settlement instead of through it.

    Sacrifice: Once a month, the Speaker chooses a person to sacrifice and demands the entire town come to witness it.

  • Termalaine

  • A quiet town once known for its incredible beauty. While it still benefits from local resources, its people have begun to lose hope for a future.

    Sacrifice: Once a week, the people gather together outside to sacrifice their warmth while singing rousing songs to spite the cold air.
