Jór Svartarfjallr

Jór Svartarfjallr is the Jór, or leader, of the Black Mountains Jórveif in Hrafnawyld.

Appointment

Jór Svartarfjallr is chosen by an assembly composed of master smiths, mine owners/foremen, and town Jórðrín. These include smiths and miners among the Jörðtrúlen (though they cannot hold office and do not wish to).

Duties

The Jór is first and foremost an administrator, as well as the supreme legal and judicial authority for the Jórveif. They are advised by a council of their own choosing, as well as the senior Stonespeaker and Riverseer of the Black Mountains. Ruling from Svartarókifell (also known as Black Rock City), Jór Svartarfjallr commands a well-disciplined force of rangers and armsmen distributed among the fortresses throughout the Jórveif, who maintain and patrol the mountain passes.

Grounds for Removal/Dismissal

They may be removed in one of two ways: either a ¾ majority vote by the elective assembly, or, in rare cases, when representatives of both Stonespeakers and Riverseers lay their orders' rods upon the Table of Law in the great hall before the assembly. This latter constitutes an expression of the will of the gods, and cannot be ignored, as it also represents a de facto statement that both orders will now neither support, nor obey, the ousted former Jór.
