The monk leader Skaar moved his order into the mountains to avoid the militaristic ways of the church.
The Congress now practices their peaceful rituals on a mountain in the Firefang Jags.
Dhara seems to work in mysterious ways. The Saint's Congress believes that good deeds will earn their god's favour while the Church of Dhara believes that conquering any who do not agree with their beliefs is the correct way to honour Dhara.
The monks shelter themselves from the petty quarrels of the Skygardian people.
They live in the mountain tower surrounded by gardens and hot springs.
