History
Caesarea was founded on the premise of the Roman Empire being the pinnacle of Human civilization. A perverted twist of modern and ancient cruelty, Caesarea is avoided by many, especially those considered to be prime slave material.
Religion
The Imperatrix of Caesarea mandates a devotion to the old Gods of ancient Rome. Other religions are tolerated, but usually only from off worlders.
