Hale Humane

For unknown reasons, some Frale are being born from the Humane. Studies from DEPART have been researched into whether or not location in a Maincity, Frale District, or Towerway has any affect on the birth of a Hale.
It is widespread rumored that accidental encounters with contraband Frale Crystals are a large, if only, cause of birthing a Hale, but Depart has no officially backed this claim.
Unlike a true Frale counterpart, they are discovered soon afterbirth to need Frale Crystals, as the infant quickly falls ill as any Frale experiencing becoming Withdrawn. They are born without a crystal, and must find one to recharge their Spark.
Sending an expecting Humane mother a crystal, Frale or not, is considered ill will. Often send anonymously, DEPART is called and investigates, and is issued a fine under DEPART : HALE : ADDENDUM : 589DT 0.25.08.
