John Giscala

Doctor John Giscala is the current mayor of Emancipation.
  John is a medical doctor and chair of Vault 40's medical school. He has a reputation for wisdom, patience and fairness.
  He was born in 2272 inside Vault 40 and was quickly flagged for advanced study. When he was 12 years old, the Vault 40 Coup occurred and the bunker was opened. It is unknown what role John or his family played in the coup, as this event is not discussed by the residents of Emancipation, even among close family.
  He excelled in his studies and gained a reputation as an accomplished healer even as a young man.
  In 2297, he moved his medical practice out of Vault 40 and into the town of Emancipation, founding the Emancipation Traveler's Clinic.
  By 2303, it was clear to John that the new realities of the post-apocalyptic wasteland offered medical challenges that were unaddressed in his vault education. He left the town to pursue a four-year residency with the Followers of the Apocalypse in the New California Republic. The Emancipation Traveler's Clinic was closed and never reopened. While studying, he made friends with a man named Antyllus, another doctor from Caesar's Legion.
  Returning in 2307, John gave up his medical practice in order to train new doctors within Vault 40's school system. He designs their medical program's curriculum and guest lectures to this day. Consequently, Vault 40's medical school is renowned in the area, particularly by the Midwest Brotherhood of Steel who send students every year.
  In 2312, John ran for mayor of Emancipation and won with over two-thirds of the vote. His platform of infrastructure spending, openness and independence from the Brotherhood is popular with residents of the town, many of whom have escaped more militaristic and restrictive regimes. He was re-elected in 2316 on pledge to rebuild the local stretch of Interstate 70 and promote trade and foreign investment.
  John has never been married and has no children. He had a younger sister, Rebecca, who volunteered to join the Midwest Brotherhood of Steel. She achieved the title of Knight-Captain and was killed 2302 in a minor skirmish with raiders. He is known to be personal friends with Paladin Hector, the regional leader for the Midwest Brotherhood of Steel.
  After Emancipation had a referendum on the question of martial law, a fought broke out in the village. Paladin Hector arrested John for mayoral incompetence, bringing him to Gamma Town for trial. He was acquitted with help from The Heroes of St. Louis. He was returned to authority in Emancipation.

Dr. Giscala is both the mayor of Emancipation and chair of medicine at the Vault 40 Academy.
