Imperial Warrant
Instrument of power issued by an Imperial duke, archduke, or the Emperor. A warrant is a written or electronic document on Imperial Stationery provided to trusted agents of the Imperium as a method of bypassing the bureaucracy. Typically, a warrant is provided to an individual who uses the power it provides to accomplish some mission of interest to the issuing official. Missions may include establishment of colonies in areas requiring development, the assumption of military command in the midst of a crisis, and the unilateral establishment of new noble lines to administer provinces which have suffered from war or economic collapse.
For example, Strephon sometimes exercises his power through agents rather than directly through the bureaucracy of the Imperium. These instances are rare, although there is reason to believe that such agents are more numerous than it appears. The Imperial warrant would contain a statement similar to this example:
Capital The bearer of this warrant is acting for the good of the Imperium and the Emperor. Extend them every assistance. StrephonOr the warrant can contain limitations on who the warrant empowers, the scope of the abilities granted, or how they can be used. If the death of a warrant holder would cause problems, the warrant may be issued to the holder of a particular office or title, and very rarely they are issued to "Bearer", allowing whoever physically holds the warrant to use it. Warrants are also bound by the limitations of the issuer's powers. Warrants issued by dukes and archdukes are only effective within their demesne. Investigators with the Ministry of Justice have warrants allowing them to pursue suspects across the Imperium, and to request the help of the Navy or the Army to apprehend them, but they cannot order the invasion of a world. In the end, the holder of a warrant still answers to the issuer of a warrant as well as the issuer's superiors and Imperial law.
